In a previous life I worked for a project management firm. That picture was the common impression of consultants. Especailly Arther Anderson types ... they were fresh out of college, flew in with a big binder to tell them what things to suggest, and flew out once they had billed their contract.
That contrasted to the long term partnership model we did, where one of our folks was there to work the plan as well as plan the work. Our folks often spent 40 hours a week on site for 3+ years. The conversations took on a real indigenous / colonizing tone.
I must confess that those same biases have carried over into my time on staff in a church, so when I hear church consultant I tend grown.
